Thanks for the question! The easiest way to differentiate them is to understand the purpose of each of them. The purpose of the point is to mention the obvious fact about the test which you notice and mention it in present simple( example: the instructions are clear - fact based on WHAT you notice). And the purpose of an application is to mention the effect/consequence of that point and it will mainly be used in future simple ( example: the learners WILL know what to do).
As long as it is clearly stated where the PP and PA, NP and NA are and what they stand for, you can watch one of my recent videos from last week about this assignment 👍.

Yes, it is necessary. In this case you will explicitly signal to the examiner where the point is and where the application is.
