the snake is badly injured in the neck area, from the eagle, which was in the process of killing the snake, until the humans came and interrupted his dinner, the poor snake is so badly injured he cant strike correctly
it was a bluff. eagle tried to get him to strike so it can pounced. the snake def kept its composure but the snake had all to lose. the eagle would prob always win the fight just wasn't worth the offensive attack.

In the case of the eagle, it's keen eyesight, razor-sharp talons and powerful beak could potentially grab the Cobra by the tail and take flight, bleeding out and banging around the virtually helpless Cobra along the way. In the case of the Cobra, it can strike with lightning-fast speed, and if the eagle's talons missed their mark just once or slipped, the Cobra would/could strike inserting its deadly venom into the eagle, and even though the Cobra is not a constrictor, it could still wrap up the eagle, grounding it...then the Cobra would have a good chance for more bites at the eagle.
Lightning fast once it gets a chance to absorb some much needed sunlight; he looks quite sluggish thus vulnerable at the moment. Not meant to detract but to add a bit of texture to the wonderful info you prodived. ✊
