in the Philippines, we have that same delicacies, we call it "Piyaya" which comes in Ube and original flavor, the sugary one.. The only difference is the crust is super thin, and is baked not fried. But Hotteok looks yummy, and the way you make and cook it looks sophisticated.

언제부터인지 호떡을 튀겨서 많이 팔더라고~ 시골 장터에가면 할매들이 기름 두르고 반죽눌러서 여러번 뒤집은 뒤 그렇게 주는 호떡이 진짜 맛있었는데... 요즘은 호떡튀김이라 옛날식 호떡이 더 그리움~!

어릴적 호떡은 꼭 버터 구워 팔더라구요. 지금 거의 식용유로 구워 파는데 어릴적 그맛이 안나는데 이 호떡은 진짜 정석으로 하네. 부산 가면 꼭 사 먹어야지~

정말 너무너무 맛있게 먹었어요

Except for the shape, I don't see similarity with Piyaya. Especially taste. I think Carioca is closer to Hoteok.
