  • The NBC Bay Area Investigative Unit found hundreds of vacant lots and empty sites meant to provide affordable housing to thousands of Bay Area residents, currently being used for nothing. Investigative Reporter Candice Nguyen reports.

    As an X-Californian, I love how the politicians always say they've allocated X amount of $ to address this issue, yet the majority of residents never ask where did the money go? Here's a hint it turns into pixie dust. Even with this there was no mention on how much was allocated in the past? How many projects were funded? Like where is the $1.2Bil in LA for the homeless? What about the billions for high speed rail? Hey where does that "E-waste" fee actually go? How was the increase in gas tax spent? Pixie dust

    Did you know the typical cost for a building permit in So Cal is $50,000 for building fees, planning fees, school impact fees, water impact fees, library impact fees... the list goes on and on. And plan on another $50,000 for environmental studies, archeological studies, noise studies, water runoff studies, soils engineering studies, seismic studies, percolation tests, etc. So you have dropped $100,000 before you have even paid for the land or hired an architect, civil engineer, or structural engineer, let alone poured one yard of concrete or put up a single stick of lumber. It is out of control.

      Uhgggg. I live in Santa Clarita in a condo. Just wish I could get some land in like sand canyon to a have a workshop built so I can get things done there with work and privacy but the way you describe it I don’t know if that’s possible. I even have a great savings account. Kinda stuck with family cause they need taking care of but is it really that bad? Expensive?

    The housing crisis in CA was created by Gov't. Current home owners like it because it hyperinflates the value of their homes. The last thing they want is anything close to market equilibrium. That would cause a substantial downward market correction.

    In Southern California, they're only building "luxury apartments" these days. Out of curiosity, I was checking the rental prices of 1 - 2 bedroom units. I was under the impression that a 1BR was 1,300 - 1,800, and a 2 BR 2,200 - 3,200 depending on the age of the building, amenities, and zip code. I was very wrong. The units in a new building start at 3,600+ for a 1BR and over $6,000 for a 2BR. So, if you are one of the hundreds of thousands of minimum wage workers that support the economy, you are absolutely priced out of those neighborhoods. And, it is probably worse for seniors and the disabled. The rent prices were not a lot better for them either because there is a lack of affordable units. That is one of the reasons that there are so many people sleeping on the streets.

      400-600 should be minimum low income..... i make 45k in management which is not too high nor low, living in CA by now would obliterate my paychecks

      @@saintseer8214 - You would have to make 3x the price of a studio or 1 BR($1600) and have really, really good credit to be able to rent.
      Years ago I was looking for an apartment. I found one, but the only problem was that I was #11 in line to get it. I thought I'll never get it. But, soon enough the management company called and said, "It's yours. The other 10 people had bad credit." Go figure.

      The problem is they don't build enough housing period. You don't need affordable housing if you build enough. If you build tons of units then ALL housing becomes more affordable due to basic supply and demand. In Texas they don't focus very much on building "affordable units" - they just build a ton of units and voila! prices stay low. California makes housing pointlessly complicated when it's actually very simple - allow lots of housing to be built by upzoning, making the permitting process faster, and eliminating the ability for neighborhoods to veto projects that are within the zoning guidelines. You would immediately have tons of housing getting built all over the state and prices would come down

      @@joni1405 That's not true! Texas has high property tax and is adjustable based on market. It's literally Props 13 which is not even Government's fault. It is people's votes.
      It's also a misconception that Texas has no zoning law. In fact, Texas zoning law is pretty strict especially with hurricane. More importantly, Texas is flat where as California is not. California also has water crisis.
      The real solution is actually more people need to leave California. California shouldn't be handling this many populations in the first place. We simply don't have the recourses to build on hills that can catch on fire or water resources to support expanding populations.

      California government is at fault, It's expensive to build here with all the crazy environmental impact studies, countless of expensive and time consuming permits, a builders homeless tax...NO builder will want to build "Affordable housing" at a loss. Even when L.A wanted to build a bunch of homeless housing they were met with so much of their own red tape the mayor had to lift most of the BS so not to delay their overpriced $700k per homeless unit... but that's another scam for later.

      Need Government. Just need better people in Government. Have recalls that cost taxpayers $250M doesn’t help either. I’ve been in business over 26 years and have made over $100M over those years. I also work with Government on a lot of development projects.

      To get a "surplus" they removed unfunded obligations (pensions) from the budget. That's the same as you removing your credit card debt from your budget to make it look better.

    One of the most amusing tactics is requesting ongoing impact studies. It's all simple economics. Follow up the money. Building more housing lowers the value of existing housing. Those who already own property fight the expansion to preserve their high property values.

      That's partially true, and definitely not true in this context. Reason being is because we're talking about "affordable" housing being built which in turn actually makes housing more expensive.

      Sorry Hector....it’s called NIMBY (not in my back yard). It is very real and causes huge problems for developers. Just as many problems as government red tape if not far worse.

      @@dccs6009 Yes, I'm familiar with the NIMBY movement, but my point is that NIMBY is okay with "affordable housing" but not okay with "new" development in general. For instance NIMBY is okay with rent control in their neighborhoods for SF elders, low income, and HIV community, but this in turn actually makes housing for the general public more expensive. In other words NIMBY is okay with a new building built in SF, or Venice, or West LA if it means that older residents from those communities will have access (this decreases the supply) but is totally against new development of houses (which would increase the supply).

      @@ndorobei4391 Singapore public housing is heavily subsidized for citizens. When compared to the US public housing it is many times better, safe, clean and well-maintained. The current generation of public housing is almost as good as private condos.

    Here is the problem. I saw a video where in LA they built a one bedroom condo for a homeless woman. It cost $600K to build, That's more than some going rates for new condos, that's the problem too much red tape and no one wants to help the homeless.

      If it was privately funded, than under the 5th amendment they had every right to do so. More importantly, addressing homelessness requires individualized plans for resolving each person's situation. It's not something we can just throw money at and make it all go away

      How many of that 62% wonder how much the other two parties spend to make sure that doesn't happen? I live in Canada, and cry for my American friends held hostage by the two party monopoly. There is no party for the people, only for the two elite sides of the same gold coin.

      The problem with 3rd parties in the US is they peal off votes from primarily one the two major parties allowing the other to win. The US system of winner take all also makes multiple parties impractical.

      @@zookeeper69 I'm an advocate of a third party. An I'm aware of all those other parties. I was a card holding member of the Libertarian party until the Republicans went anti-immigrant. That's when I registered as a Democrat, just to combat the Republican party. I knew that if I didn't join the Democrats the Republicans would surely have things their way. And their way wasn't my way.
      And now the Democrats are becoming a great evil with their attacks on our 2nd Amendment. So Now I'm registered as No Party Affiliation and I will always vote for the party that is the least evil to my people and my country. So I voted to recall Newsome and voted for a Libertarian.

    I think it’s safe to say some lawmakers got ahead of themselves. You need a permit to cut a tree wider than 9 inches, but letting people go homeless on the street is okay. Laws need to adapt to the times….and times are tough. I guess there’s no such thing as a flexible government!

    The problem with California is too much regulations, from protecting the environment to unnecessary building requirements, cost a lot to build a house in California. Instead of easing restrictions they start building themselves with “affordable housing”. The government will NEVER beat the private sector in doing business.

      @@TreyFive7 again, the source data collection is paid for by the government and that takes time. Businesses get for free or rarely buy that data from the government for their own uses. evaluation of projects relies on tons of data that needs to be there.
      Lets also not forget the massive amount of regulation to control fraud and corruption takes time to perform.

    Isn't "affordable" a subjective term? Bezos buying his way into outer space is affordable to him, but me don't have that kind of money. A round of golf at Pebble Beach might be affordable to me but not to an Uber driver. Affordable housing really means "the projects" say in the Bronx or Harlem, look how that turns out.

    Riches in the California do not want the new cheap houses because it drives the home price down. Also, who really want to live in the cheap home community? The drug and crime are going to ruin the cheap home community once it is build and occupied.

    Since, about 1970 , California has been experiencing an extended and increasing housing shortage, such that by 2018, California ranked 49th among the states of the U.S. in terms of housing units per resident.

    What they need to do is sell off the surplus "shovel ready" land and use those amounts to fund the development of the tracts that can be developed within budget. Some completed projects are better than none. And the real limiting factor, according to the video, is not the red tape, but the lack of funding. Land = money. Sell some.

    Once built, you'll see short buildings because of silly height limits. However, in San Diego tall buildings are being built all over downtown. Once the airport hopefully moves the buildings will be much taller.

    California just needs a major densification of its urban cores and a lot of its affordability woes would start to even out. Theres a huge restraint on the amount of unbuilt land available which means density is necessary to house all the people ur cities attract in an affordable manner. When people have trouble finding housing house prices/rent go up. Increase the citys capacity to house people and prices will begin to level out at which point the other efforts in place may actually be able to take some effect. Unless u address the density issues and stop buying into the nimby movement than ur cities will never be affordable. I understand homeowners tend to think of increased housing price as a good thing but if u cant afford to stay in the place you want to live is it really helping you at all? Ur only turning a profit if u move further away from the city to a less desired area which is counter intuitive to actually making the city better or your quality of life for that matter.

      @@LisaBeergutHolst I don't know and I may be wrong, but I would say that ninety-nine per cent of all housing built in the USA are built by the free market. Secondly, in my area of the country (mid-Atlantic), there are several large developments going on where housing is being built at a modest cost and no government involvement.

      @@LisaBeergutHolst You're mixing apples with oranges. Roads, waterways, and other utilities are for "the general welfare of the People", which is allowable under the U. S. Constitution. There's nothing in the Constitution about providing housing, feeding, healthcare or any other essential requirements to sustain life to individuals who wish not to provide these requirements themselves.

    30 percent of buildable land in California is zoned for apartments 70 percent is for large expensive houses. And those homeowners don't want apartments in their neighboorhoods.

    So where does all the money go? The hundreds of millions that the legislature allocated and paid out (to someone or some entity) to help with the homeless and affordable housing crisis. It gets spent alright - but in places none of us ever hear about.
    I had to report for jury duty in Oakland. In the waiting room there was nothing to read but a thick report by the county grand jury. The report detailed 7 separate cases of how public money was mis-spent. In one case, a newly formed tax-payer-bond funded organization burned through 15 million dollars in 3 years. The appointed director was paid $200K (per year), several assistants topped $100K and dozens of others got $50K (again, per year). All of these employees showed up for work an average of 40 percent of the time - if that. They rented expensive office space, went on out-of-town expense-paid trips to "explore" other city's programs, and at the end of the day succeeded in printing out nice color brochures. Their mission was to help inner-city/ at-risk youth. At least the kids got those glossy brochures about the value of staying in school. I would bet that these employees and directors have also done a stint in affordable housing organizations.
    Any the cycle continues.

    Here is what they need to do. Build motel rooms with a kitchenette area, That's it, it's better than living in a tent or a car. Easy to design, easy to build and you have studio housing for low income people.

    The core problem is "affordable housing" sounds really good, but the reality is someone is giving a high value property to someone else. The person getting the home gets a great deal. This isn't how a market works, so yeah, not a lot of people lining up to give away value. And what happens if you build 3000 low cost units? More people move to the area. You can never provide enough low cost units in high demand areas. BTW, "low cost units" are not going to homeless people. They certainly can't afford any of those.

    Affordable housing is not really a thing that could work.
    Having a few units here and there is not going to substantially make a difference. It's going to help the lucky few, only a small fraction from all that need some help. All the others will pay market rates. That's not going to be fair to many, including people that bought their home, without aid, or people that just barely don't qualify.
    On the other hand, they will never be able to get many affordable units, because it's too expensive and because there just isn't enough open land in the Bay Area.
    The solution is to do away with affordable housing and just approve more housing at market rate. More housing = better rents.

    just remove the zoning. Entirely. Also remove the added surcharges and system / development charges - total and complete veasy fix. But then property values as we know it would plummet and people are greedy.

    THis is California we are talking about. So much to do, not enough money. Even then, there's zoning rules, red tape rules, chain of command rules, permits, etc.
    By the time every project gets completed, the people who needed won't need it anymore because their home would be at the cemetery.

    In the last governor election, there was an Asian guy verse Newsome. The Asian guy said he will bring back the zoning department. Newsome said he will build million of housing. I think the Asian makes sense.

      The "asian guy" was John Chiang Democrat. He is the state treasurer from 2015 to 2019 he received 616,789 votes (9.5%). As for "bring back the zoning department" there was never a state level zoning department. This is a county and city function and some have disbanded the use of it because its counter productive to getting more housing.

    You should come to Toronto. Building in Toronto is even harder than in California by an Order of magnitude. In Toronto, the politicians regularly trade affordable housing lots to build student housing, buildings for universities and market rate condominiums by adding a developer charge that pays for parkland that is supposed to be included with the building but is instead sold off for air rights to add a few more stories to a building instead of a park. The city makes money, the developers pass the costs on to the building owners and tenants and no affordable housing is ever built. Or it is built on the far edges of the city and temporary container housing for a few dozen units. Or sold to another town or city so they can play the same game again and build nothing.

    Just closed on my house up near Sac. Got lucky. Basically my agent and the seller's agent are bffs and that allowed her to get my offer in there. The seller only had another offer before accepting. Otherwise I would still be looking.

    I am a person who was homeless. I am a veteran. I have section 8, HUD-VASH housing now. When I was going through a homeless crisis depression was constant, medical doctors prescribed medications. Psychologist informed me that the life expectancy of homeless was shorter than the housed. C'mon guys, it's already too late.

    Despite the purported drought, cities all over the state are still approving 1000s of new housing developments which will increase the population by nearly 250,000 people and more water use.
    We can't have it both ways. The government should start building more water facilities or stop approving more development.

    If you gave Fiona ma a simple test on the law of supply and demand and how it would impact prices, she would fail. The simple solution is to let developers build as much housing as needed. Eliminate all of the excess regulation, and housing prices would fall dramatically. But, this would cause her home value to fall so she would never allow this. But like I said she doesn't even know basic economics.

    Unfortunately affordable housing usually becomes a ghetto. Which is why theres also backlash by people that live near there along with all these other problems they mentioned.
