Individual stores have their own policies about intervening with shoplifters but the police could obviously use some help from witnesses getting video of license places or from people who have knowledge of these fencing operations

Retail theft has skyrocketed in recent years, these are criminals, and if our court systems refuse to put these people in jail, then how on earth can the police feel they are being backed up, the domino effect is wide!

Under $950 is a misdemeanor and punishable by up to 6 months in jail and a fine of $1000...shoplifting over $950 is grand theft and can be a Felony with up to 3 years in prison and a $10,000 fine

That was NEVER legal in California, but it was reduced to a misdemeanor, which still could get you almost a year in jail if the authorities would choose to enforce the law.
There are 35+ US States that have a much higher threshold for grand thief, but you don't see those states having the exact same issues. Do some research.

Shoplifters can get up to 6 months in jail for stealing under $950 but up to 3 years for above $950...I do think they need to create a new category with much harsher penalties for organized Shoplifting

3 or more involved should bump this up to felonies equivalent to racketeering with 10 years minimum jail time. Monetary loss to retailers should be paid back with added interest. If these criminals are pulling in millions/billions and are reported with expensive properties, they need to lose everything.
