Good demo of v-belt tensioning. Though it looks like the measuring range of that instrument is too large to get an accurate tensioning for your specific belt. A tensiometer with a smaller range on both the force and deflection scales may give you a more accurate tensioning.

Any industrial supplier should have a belt tension gauge especially if they sell belts. Good year, Gates, Eagle... all make a belt tension gauge. I have even found them on amazon for very reasonable prices.
Just to follow up. There is a small key or hex plug/bolt about an inch deep in the slot where a longer key would normally be installed. I don't know it mine just shifted over but it was impossible to remove. I ended breaking the wheel and having to grind off the remaining hub.

Do the Gates Krikit belt tension gauges work just as well?
