Question.....Why does your dept. load a 400 ft preconnect this way. Why not a 400 ft flat load with loops instead. My thinking is ..you can pulloff what you need and connect the line if need be. Aslo,t he flat load is also easier to load with only one or two people.I hope my comment makes sense.
