Actually, I might be wrong, but I think that, at the end of DBZ, Goku might've been able to evenly fight with Kid Buu just in his BASE form. Vegeta would also be able to do this. But yeah, you're right, if they can't match Kid Buu's power, they can at least match a Super Saiyan 2's.
