Make sure that you are using Version 2 recaptcha. On contact form 7 recaptcha plugin, you need to select version 2.

DO you have any cache or security plugin? Try disabling it. Also make sure that you are using Recaptcha version 2 keys and not version 3.

Google recaptcha keys are generated for the domains. I think, it will not generate keys for local server website. you will need to apply recaptcha once the website is live on the actual domain.

Yes, use the same type of reCaptchas on all the forms. Once the recaptcha is setup on any form, you just need to add the captcha code on other forms.
