Really? You should cheese it by buying a property from a color it wants to complete a monopoly. It never realizes that it's trading away the needed property, so you can usually sucker away some money each time it tries.
Played this on the Game Gear years ago (interface is almost 100% identical). The main thing that confused me is that the ship names did not match the sizes they were in the original board game. For example, the board game battleship is 4 spaces big, but here it is 5. And don't get me started on the submarine (ONE space in size) or carrier (4×2 spaces). A lot of the battles in later levels turned into sub hunts if one side didn't get lucky. Also, I think the Game Gear version had a mulitplayer option, since you don't share screens. But it's been too long, I don't remember.

This reminds me of Monopoly on the SNES. Just abandon the thought of victory in that game too...
