Did this way back in 2018 when this cancerous "forced captions" bug appeared.
I have checked that it hasn't been turned back on periodically, but still on Android version of the stock RUclips app any video that is in a language other than what my phone is set to use.
I still get constant forced subtitles on RUclips.

Am watching movies and films in Hindi but I want the subtitles to be in English but when I turn on subtitles it displays hind cc again, how can I fix it to translate in English

Well apparently that "application that must not be named" is on RUclips's naughty list and even though i did not give out links to it, my comment got destroyed immediately.
Well you get better luck if you ask help with these subtitles on R/RUclips on reddit.
This "application that must not be named" has their own subreddit too, but i can't tell it without mentioning it's name so...
On this "naughty app" you get the ability to use "disable auto captions" option in modified youtube app.
This in turn will disable those annoying subtitles on all videos.
