  • The Neighbourhood Scope | The Durand Churn: Reassessing Afghanistan-Pakistan Relations | This event is part of the series “The Neighbourhood Scope,” a monthly feature of the Strategic Studies Programme that intends to rekindle key conversations, questions, and debates concerning India’s neighbourhood.
    Tensions are flaring up on both sides of the Durand Line once again. Pakistan’s decision to evict undocumented immigrants from the country and the resultant surge in militant attacks inside Islamabad has aggravated already fraught ties between Afghanistan and Pakistan. The Taliban has also hardened its position by criticising the decision as ‘unjust’ and ‘un-Islamic.’ More than two years since the group returned to power in Afghanistan, Pakistan’s expectations of reaping the dividends of an Islamic Emirate in its neighbourhood have come to naught with the current caretaker Prime Minister declaring how ‘peace’ in Afghanistan has become a nightmare for Pakistan. Since August 2021, the country has seen numerous suicide attacks by the TTP, which enjoys the Afghan Taliban’s support. Its efforts to convince the Taliban to act against the TTP have failed to materialise as the former deny any leverage that they have over the group.
    As the situation further deteriorates, what shape will the bilateral relationship take? Will these pressure tactics by Islamabad nudge the Taliban to act against the TTP? What about the fate of refugees that have been caught in this crossfire and how has the Taliban been dealing with their return? How is the region perceiving these differences between the two countries?

    Despite their sophistication with words, these two Pakistanis are essentially saying is that India’s internal ‘socio politics’ has to change, India’s politics has to settle down and “pragmatism” and pragmatic leaders have to arise in India to sort out Pakistan problems and its problems with Afghanistan!!😂😂😂😂

    Ms. Ayesha brings the Pakistani establishment points subtlety. Taliban problem is world problem; the cost of ignoring Afghanistan would be paid by the west later; Afpak region's problem never remains local; US is very worried about the stability of pakistan, etc. Haven't we heard these before!

    Frankly, whatever Pakistan may do, it had zero credibility. The U. S. will extract its pound of flesh for any help it might give. Also, the U. S. will need Bharat's buy-in lest it moves closer to Russia and be less helpful in the Indo-Pacific strategy.

      This is an astute point but are you forgetting the fact that Pakistan did control the Taliban’s creation/s and subsequent military successes.
      Rumor has it that in both the Taliban takeovers, Pak Army regulars were actually leading the Taliban troops on more than a few fronts.

    Couple of things:
    1. It does appear like Ms. Ayub has been deputized by the Pak Army to talk about how the Brits are privately agreeing with Pak (like it matters) and sometbing Kinetic Honda is going to happen soon. 😅
    2. Secondly and most importantly, can we all agree that Pakistan is a mentally imbalanced guy who has been giving a lighter for the candles on the birthday cake, knowing fully well he is going to burn the whole house down.

    At the time of independence, Pakistan officially constituted E. Bengal, W. Punjab & Sindh only. Pakistan’s Illegal occupation of J&K is directly linked with illegal merger of Frontier Province with Pakistan, the Babrra massacre & with illegal occupation of Baluchistan.
    Frontier Province (Now KPK) belongs to Afghanistan whose historic summer Capital was Peshawar. Durand Line Agreement which also demarcated Baluchistan without signature of Khan of Kalat was accepted as Line of Influence only by Britain for trade & taxation purposes & to protect its Peshawar military base from tribal attacks.
    Frontier Province was illegally transferred to Pakistan by Britain with sham referendum in July, 1947 as Jinnah had agreed to give Peshawar base to the West for anti-Soviet surveillance. The elected Frontier Govt of Dr. Khan Saheb, Bacha Khan's brother, was dismissed & a Punjabi with fake Pashtun name Abdul Qayyum Khan was made Chief Minister on 22 August, 1947 to secretly organize Kashmiri invasion.
    Pashtuns had started agitation against the illegal merger & to break their unity tribal Pashtuns were rushed to occupy Kashmir on 22nd Oct, 1947 while Frontier Pashtuns were crushed by Babrra Massacre of 1948.
    Getting panicky with J&K's accession with India, Gilgit uprising was staged by Maj. Brown 4 days after 26th Oct, 1947 accession of J&K with India to hand over this front line garrison of Peshawar base to Pakistan.
    Baluchistan had become independent on 11th August, 1947. Independent State of Baluchistan was annexed on 27th March, 1948 to end 3rd claimant to Durand Line & to sanctify Durand Line as border between Pakistan & Afghanistan only.
    Two territories were taken on lease by Britain, Chief Commissioner's Province of Baluchistan (CCPB) & Gilgit. While CCPB was not returned back to its owner Khan of Kalat (Baluchistan), Gilgit was cleverly returned to J&K in July, 1947 to prize away Gilgit for Pakistan. The US spy plane U-2 flown from Peshawar base was shot down over USSR in 1960.
    Pashtuns have suffered immensely from Pakistani machinations & double games of Punjabi Generals both during Soviet intervention & 9/11 US campaign in Afghanistan. Keeping Afghanistan destabilized & weak is in the best interests of Pakistani Punjabis.
    With US entry following 9/11, Punjabis played double games: arming Pashtuns to kill Americans & secretly giving drone-bases to Americans to kill Pashtuns to prolong war & milk US dollars. Displaced Pashtuns were also cleverly settled in distant Sindh & not nearby Punjab to undermine Mohajir clout.
    People of Afghanistan & Taliban have now understood Punjabi games & know that Frontier Province belongs to them. Pashtun refugees in Pakistan are in fact living in their own ancestral land.
    India's J&K problem due to Pakistani terrorist infiltration will also be solved when Frontier Province (KP) gains independence or confederates with its motherland Afghanistan & Baluchistan gains independence. Destiny will finally take its right course. Only then stability will come in South Asia.

Yes, it is true than China is a far more bigger economy than India at the moment but we certainly will overtake China as the global growth engine by 2035. By the way, instead of focusing on India and China, you should worry about your failed bankrupt lawless country which is on the verge of collapse.

    Its the right time to think regionally. Greater regional cooperation is order of the day. But unfortunately there is strong division among regional countries like Pakistan India and China and Iran. China America competition is also a big threat for regional stability. So instability may continue for some longer period of time.

      Sir , pakistan refused to join the South Asian motor Vehicle Agreement that would allow movement of goods and vehicles across the member countries .
      Then the other South Asian countries combined to form the BBIN Vehicle Agreement ( Bhutan Bangladesh India Nepal)

    so what Indian panellists are saying is that Pakistan who has been hosting millions and millions of afghan refugees for the last 40 years doesn't have any soft-power and India which has probably introduced only indian cinema among a specific class of afghans has more soft-power.

      Afghan military officers are trained in IMA Dehradun. I think that gives a fair idea of India-Afghan relationship.

    How much money did Pakistan and Gulbuddin Hekmatyar make by waging war in Afghanistan? Now you are saying there are 20-22 groups who call themselves Anti Taliban ready to fight with western support. More money to be made I guess. Pakistan will be the biggest stakeholder of the cashflow. Same old wine in a new bottle by Pakistani establishment. By the way, who is the guy in the yellow jacket?     Discussion managers chiefly focused to weaken Pakistan’s case to deal with TTP and Afghan Refugees. Continued instability in Pakistan is a well recognized Indian strategic dream.

    Im very confused and concerned by these panelists, when they keep on mentioning Pakistan and Afghanistan problems,weather anyone likes or not,India is involved in the pass and now,it is guarantee that India and out part of the world will not be spared, it will be good for states to come together and work sorting out all the issues in a peaceful manner, the Indian major,mentioning the durand line,these kinds talk needs to stop,because India face the some problems in side India, if the taliban stop the ttp,that will be the end of all problems, the whole region will be safe.

    India has woefully always used Afghanistan as a linchpin to destabilise Pakistan.Durand Line is a go to issue to cause instability in the region.

      😂🤣 who created Taliban and celebrated its return to power? Who was sipping tea with Taliban in Kabul when it took over in 2021?
      Pakistan, don't play victim card. We have only built civilian infrastructure in Afghanistan for its people, like parliament, hospitals, dams, roads etc. It's Pakistan which mis-uses Afghanistan for strategic depth.

      India has nothing to do with Afghanistan’s bilateral relationship with Pakistan. Pakistan has a colonial mindset towards Pashtuns and Baloch and that is the problem here. Pashtun nationalism has strong roots now and that is what scares the Punjabis.

      India provided Zia ul haq with monetary and military aid to fight the USSR in Afghanistan 🙄
      And Indian Government advised the ISI to acquire Strategic Depth in Afghanistan 🤦
      Why do pakistani always ignore ground reality and blame everybody else except themselves ?
