I can say that this plant needs a lot of water in the spring, so one option would be if you are in an area that's dry you could withhold water in the spring to help stunt it's growth that year, which would make it easier to dig. But yes, if you want to eradicate it, your options are to dig the entire root system or spray with a systemic.
