The City of Toronto (York) was more or less started by Loyalists. They were very conservative and reactionary towards anything remotely “republican” in nature. They were known here as the “family compact”. They yielded considerable political power that led to a very brief rebellion in 1837. Their power was broken in the wake of Lord Dunham’s Report of 1841. The legacy of the Family Compact remains in a number of Toronto institutions such as Upper Canada College.

It also illustrates quite nicely the source of the differing vaues of American and Canadian cultures by the constitutional phrases ""Life, Liberty and the pursuit of Happiness", vs our "Peace, order and good government".
