not really, yuyuko can set up sphere bloom pretty reliably you need to knockdown the enemy first, there's an entire list of character-specific timings/setups in the discord that's 90% of why she's top tier

@BakaofLulz use the altenate skill card of Yuyuko (it's called Sphere Bloom, the input is 214B or 214C), after release the first wave of 214B, fly up then 214B then fly up then 214B again (you need to fly up fast - or high jump - to release the waves faster). Anyway, this combo is totally useless when fight with real person...

You need to have the previous 10.5 SWR to unlock the original cast from SWR. More details of how to do it go to Moriya shrine instead of Hakurei shrine [Nope, no kidding, google it]. If you meant even newer characters, maybe unoffical cracks.
I don't think there's any newer characters other than Cirno, Meiling, Sanae, Suwako and Utsuho. Kaguya and Mokou are supposed to be in the game but ZUN said their power are 'off the charts' and thus scrapped. You might be able to find fanmade versions though, not that I know one but internet is a wide place.
In 12.3's folder, there should be a file called "configex123". At the top there should be a part that reads "[th105path] path=". Copy 10.5 folder's link (example: C:\Users\[name]\Desktop\Touhou\Touhou 10.5 - Scarlet Weather Rhapsody), and paste it right after the = (no spaces). Then if you start the game, the entire rooster will be there. ZE~
