In this adoption center, as in many others, cats are put in cages to prevent spread of diseases and to prevent them of feeling stressed or agressive or fearful of being with many other cats. But they try to socialize young cats by placing them into this colony cat room, so they would be more comfortable being around other cats, which makes them more adoptable, since people who want to adopt a cat often already have another cat.
