The results will be posted in different intevals based on seats available for waiting list but the application only be available in cycles the first cycle will be held in March and the second cycle will be conducted if there aren't any waiting list applicants left

So man u can connect with the university stating that your waiting for an Govt scholarship and ask'em to postpont the pre payment, in most cases the university will accept your request. And for the visa most people will apply for visa only after screening process

i don't think you will get the scholarship but since it's a german university you can take loan and repay after your masters
