I think Chucky won, here's some reasons why:
1. Pennywise stated "You couldn't slash Andy through the span of your films, Georgie's the same age and he took five minutes to kill!" Which is invalid, because Georgie isn't as smart as Andy is, Georgie was unprepared, Andy learned to fight Chucky.
2. I really like how Buddy and Chucky are being really nice and helping each other out, instead of cussing each other out and saying "You're ugly as f**k!" or something like that.
3. I am not scared of Chucky because he didn't kill any kids, and Pennywise ripped Georgie's arm off (which scared me)
4. Pennywise was beaten by losers and stayed down after the second battle...
