After a couple months of use, I've decided I no longer recommend the Amazon Basics Pens - Some of them work great but many of the darker colors do bleed through or have significant shadowing. A better alternative is the Papermate Flair pens. I also really love the Tombow TwinTone markers.

I recently started letter and I also have the Twintone set and the Tombow Fudenosuke black and purple pens right now. I did buy the planner and was thinking of using it for next year since I already started one for this year. Is it formatted it a way where you can use it for another year? I haven't opened my package of it yet.
It depends which planner you have. Always Fully Booked is a dated agenda for 2020. So it is formatted for use in 2020. A Novel Companion is a smaller planner but it's undated so you can start it anytime.
I got those Papermate pens maybe 2 months ago and have been using them in my bullet journal. I really love how they write and how beautiful the colors are, but whenever I highlight them or write on top of white out, they smear pretty bad. Even when the ink has had weeks to dry. Does anyone else have this problem?

Papermate flair felt tip medium pens that don’t bleed through pages. I got mine at Walmart for around $5 or so.

Yes, that will happen to a lot of water based pens and markers.
