@apparition2 CHAFF is SOLID. You can't "spray" it, any more than you can "spray" teaspoons. It's made of metallicized fibres just over an inch long. It isn't poisonous, and breaks no regulations. Moo. Splat.
Lets make a conspericy of everything. I use to load chaff on C-130 at Travis AFB back in the 70's. Chaff is a low quality tin-foil (not aluminium) designed to deterioate back to earth within 60 days. Comet cleanser is more of a hazard to the enviorment. When we would go on trainning runs that required release of chaff (not very often) it would only be despenced over mountianess areas as to not be a nusance and mother nature was more effective in its breakdown.
So....does that mean the military is conducting exercises over all of L.A. on a regular basis? I recall a Florida weatherman calling it 'chaff' as well. Uh-huh, yeah, right.

My fellow colleague meteorologist is saying nothing that I nor most of my other colleagues and aviation experts not already know. Chaff, which is in no way 'chemical', is harmless and its existence is not denied by the military. Commenting on the nature of certain exercises is another thing, though. No conspirancy here, people... move along.
