It's a sandbox game, if you were to play an actual golf course, (which is not designed with portals in mind), you can make the reasonable decision to not cheat using portals. But on the other hand, it opens up new possibilities when creating gold courses, by giving the player a portal gun and some freedom, or by using stationary portal turrets.

Alternatively, you may ask "can you do X" and then answer yes or no afterward.
I hope the devs are watching these so they might change some of the stuff to make more sense (like how golf balls and liquids don't go through portals)
