Cubone is more related to Kangaskhan than Charizard. Previously it had one move where it was able to call adult Kangaskhan for help. Some people even found code related to its final evolution which is now scrapped which was very similar to Kangaskhan wearing skull and carrying baby.

As the charizard was fighting it lost, But the trainers ran away as the Charmander dried his best scaring them away. The charizard was weak and hurt, and eventually died, As charmander had nobody to take care of him, His flame started to run out, that charmander was lucky and didn't die once it burnt out, So charmander decided to wear his mother's skull for reminder, And that is how cubine was made❤

If you actually look into the hints given to us in gen 1, cubone most represents the kangaskhan's baby, matching the spines on its back of an adult kangaskhan and stating that cubones came around because team rocket killed a majority of pokemon, including cubone's mothers. As well as that, Kangaskhan is a pokemon in the safari zone, protected as an endangered pokemon because of said slaughter. Charmander would die without it's flame, cubone wouldn't die without the skull

Cubone is more related to Kangaskhan than Charizard. Previously it had one move where it was able to call adult Kangaskhan for help. Some people even found code related to its final evolution which is now scrapped which was very similar to Kangaskhan wearing skull and carrying baby.
