This guy meant that when you compare the evil exclusive powers to the good exclusive powers it's clear that Delsin is holding back a lot of firepower when being good

No all the powers are preset but you can have all the powers. It's kinda hard to explain, you need to play it yourself Oh and if you are gonna play it fair warning and kinda spoiler. Don't be too hype for the concrete power.
I agree it feels like the combat and world design were build around being super mobile and the smoke and cement don’t do it the way the other two do, this is especiallly noticeable playing on expert for the plat right now.

Smoke is so useless compared to the other powers, I usually use neon, video has no good attacks besides melee, and concrete is just boring
i personally think smoke is the most fun just because its like a breath of fresh air
