I feel that the Japanese Navy is stronger than the Russian one. Most Russian ships are cold war era relics. The only good thing about the Russian navy is its nuclear submarines Borei and Yasen. Even then they are only marginally superior to the Japanese Soryu and Taigei submarines which are said to be the best non-nuclear submarines in the world. Asides from that, the Japanese destroyers Maya, Atago, and Kongo are superior to the Russian Slava, Sovremenny, and Udaloy destroyers. Japanese aircraft carriers Izumo and Kaga are superior to the Russian Kuznetsov. And all Japanese ships are closer together while the Russian navy ships are spread out across the different corners of the Russian border
I disagree with Japans 37 destroyers and find it silly.... They have just 9 Aigis combat system destroyers and another 1 with long range missles for a total of 10 ships that can fire beyond 100 km.... all there other ships might be large 6000 tonnes but they have no Sm2 or long range missles , since when can you call any ship a destroyer when it has only point defence missles? Canada and Uk frigates are almost 6000 tonnes yet nobody calls them destroyers. Japan has 10 real destroyers in my opinion and India too has a lot less than it claims as only 3 have long range missles

yes most Chinese ships will not last even a few minutes because they are made just to be counted not to endure attacks. Only Chinese navy knows now noisy and inefficient are their submarine.
I think the force multiplier in the Chinese Navy is it's growth capabilities, but Russia should be in top 2 because of it's technological advantages.

Bruh!Size doesn't matter, Displacement Matters And the type of Ship Matters. If a country's navy doesn't capable for long range operations,It won't be considered as blue water navy. That's why your country isn't in this list.
