Yes, āb for water in Modern Persian used to be ap in Old Persian. Since it was āb in Middle Persian as well, the change possibly happened organically and was not due to Arabization (Arabic doesn't have p) because Middle Persian was used prior to the Arab invasion. Also, nowadays a lot of Persian dialects use the word 'ow' for water (sounds like the French eau). There is a major river in Russia called Ob; it got its name from the Iranic peoples living in Central Asia.
There probably was an even older language from which both Sanskrit and Old Persian were derived. Unfortunately, we have no way of knowing that.
