- To reform or not to?
The government has stocked a major public debate with its intention to reform Uganda’s longest land tenure system.
Incorporated in 1900 by an agreement between the British colonial government and Buganda, 10% of Uganda’s land was apportioned to the Mailo land tenure system which favored mostly Buganda chiefs and prominent Ugandans at the time.
Tonight, on the spot, we host the Buganda Minister for Special Duties David FK Mpanga to discuss the salient issues of what is emerging as Uganda’s biggest political debate.

Owekyitiibwa, you own a lease. If it expires, the land owner can choose not to renew your lease. You can't will it to your kids. You actually don't own land.
Well articulated points head on. Open, Honest and welcoming that who Baganda are, but people of ill will who tend to see this as a stumbling block have always and will always fail time and again history has proved that so just as David has said clam cool collected heads should prevail to find a solution. Other than that Buganda has her powers and can use them to her will.
Maybe this is a blessing for the Baganda who's land has been stolen to fight and retake everything back!!

The question that is never raised in land discussions is a class of Baganda who are landless in their own country (Buganda).
Second, should we allow this unfair land distribution system instituted by colonialists in 1900s to continue governing land matters, especially in Buganda?
Third, isn't time we discuss and devise a system that is appropriate in this day and age, which is also fair for all the peoples of Buganda?
I think maintaining the current land tenure system as is leaves many Baganda in a precarious situation.
Moreover, when discussing land issues in Buganda, some voices are mute and a few handpicked Baganda assume to represent the views of all Baganda. This exclusive and unelected club of Baganda elites assumes to represent the views and interests of all Baganda, but this is not true. It is wrong and dangerous for the current and future generations. It must not be allowed to continue unabated, if Buganda wants to remain relevant to all its peoples.
The peoples of Buganda deserve a chance to exercise democracy to elect their own Lukiiko represantatives. It is only then that such issues can be genuinely discussed and impartially addressed.
Lastly, how can we accept to maintain the colonialists decisions to prevail and to continue governing land distribution in Buganda?
I think we have the capicity to come up with better land laws, but Buganda needs impartial institutions that are truely independent and with a genuine interest of serving the interests of all the peoples of Buganda. These institutions, especially the Lukiiko, must be democratically elected (emphized), if we want such institutions to be taken seriously.
This is because decisions on land matters taken outside the framework of democracy are difficult to sustain, given the economic and political pressures on Buganda land.
Therefore, in the abscence of a democratically elected Lukiiko, a referendum could among the feasible means to help Buganda and the government of Uganda to solve this matter for good.
They are landless because their grands sold the land to enjoy for short time kati abazukulu kamubonebone

Mailo land tenure is a problem that will never be resolved these reforms aren't practical...remembering the origin of this issue
With respect Counsel Mpanga, my learned friend, you either didn't prepare for this programme or Raymond never alerted you about the issues under discussion. Although you tried to articulate symptoms of a badly designed land tenure system, by the colonialists. You unforgivingly failed to address the core issues surrounding the initial allocation of Mailo land in the 1900 Uganda Agreement. The obscurantism by the Mailo owning ilk, with which this issue has been dealt with every time it's considered for review is what has left us in the quagmire we find ourselves in. So Counsel, revisit your answers in this programme. You seem to have set your own questions and gave your own answers, by just skirting around the actual issue of Mailo land ownership.
