the pga rule is actually very specific referring to ALL hazard play stating that you cannot " touch the sand / water with your club except with your actual stroke which begins with the forward motion of your club ". so in fact you could take a penalty for touching the sand / water in your back swing, but touching the sand / water / grass or ground prior to striking the ball in your forward swing from a hazard is permitted and is not a penalty.
