Sleeper is when you are not releived of responsibility for the truck & you are actually in the sleeper. In actuality, sleeper time is only logged when split logging or when parked along side the road...either on an off ramp or depending on your company policy when you are broken down and waiting on a tow truck. I sometimes use it when I hit a rest area just for a quick nap, but in that case I could log it as either off duty or sleeper, as long as I don't leave the truck.

DOT states that you need written permission to log time off duty while under a load or dispatch. Some will dot officers will mess with you on it, some won't. But The difference between the 2 is that sleeper is showing that your in the sleeper, and off duty shows that you are off duty and have NOT responibilites for your truck and or load.

Plus you are not showing your unloading time as "on-duty not driving"
