My personal favorite to form is the Roman Empire, mainly because you end up getting easy access to three continents in the end, and you control the entire mediterranean and 2 canals.

You can form it really early game and take on russia or germany with the 20% ground attack, 15% less ground upkeep and 15% less ground reinforcement. The 10% factory out put is really good for a small country like sweden to keep it's economy by trading, and 10% resource out put is great because Sweden and Finland have aboundant resources
One of Morocco’s formables, I thinks it’s new, Fattimid Caliphate, has 10% Research output, 10% Ground Attack, and 10% Tax Income, all great boosts. (As well as 20% Integration Speed) Edit: just realized it was covered already-

My favorite formables have to be the empire of brazil, the livonian empire (latvia, the gambia and Trinidad and Tobago) and that one formable i forgot the name of but compromises of french Guiana, Suriname and Guyana
Byzantium is quite underated. If you are a meh player you can beat Turkey ez and then the balkans are nothing. After that you can try and for the macedonian emrpie
imo japanese empire is more op for navy as it gets 20 percent attack and u can just train ur navy cause ur japan and u start as a democracy so u will have max dev by the time u turn to fascism

Portuguese Empire is pretty underrated, can be formed quick enough if Brazil is weak and you have good eco and the naval bonus is op as hell
