Keep in mind, if the money that was supposed to be collected to pay back these loans was never looted but used in managing the debt properly and development in the country, then the IMF wouldn't imply such tough measures on borrowing to the Kenyan government. It's the same concept as credit scores for individuals living in the US. Long term borrowing with no accountability, checks and balances multiplied with arrogance has led to this.
