This is not 1959 but some later years.. I have watched parade of 1961 and 1963 and till then India's arsenal was not that rich and colored videos were not available. As a proof you can compare with the movies of that time and also of later era. You can easily recognize the hairstyle, fashion of crowd is of much later time.. around 1970s.
