Just some taughts: - Boat PvP/ PvE - Like in the Cabin Fever Quest. - Pirate heaven/ island (containing a bank, mini game, assignments for raiding/ plundering boats, shipping deliveries/ goods, etc). - Breath some new life into old/ not used content like Mos Le'Harmless. - Your own island, which can be build with construction, which can be plundered and needs to be defended (NPCs/ Cannons, etc). - Your own ship, which can also be build with construction, depending on your "sailing" level, those will be unlocked. - Sea battles with mobs, which can damage your boat (Like a kraken, or gaint krab, whale, shark etc). - Create fast routes after sailing it manually, new fast travel option to like certain places such as: Ape Atoll, Karamja Shipyard, Crandor, isles of souls, etc
I like some of the aspects of sialing. However, for me the biggest issue with this concept is that it's content secluded from the current game. This might as well be an expansion to construction. To me one of the most important aspects of a new skill is that it is seamlessly integrated to the current game and adds to the current world rather than existing in a separate domain.

Honestly sailing should be just released as content expansion or minigame along with dungioneering. To expand the world and give you something to do mmo wise. If you think about it there ain't much skills really left on the table that dont fit an existing one already. Except for something like mastery or engineering, where you use thinks from each skill combined in ways to make new items or upgrade items and things. Example being 60 smithing and crafting and fletching to make say enchanted arrow tips or some fancy new weapon attachment that gives +3 stab or adds a (1/20 chance to soak damage) increase stat bonus and such. Or create better fishing rods and tools. Not saying sailing shouldnt be added but its not really a skill if your just exploring islands its just dungeoner on water.
To be honest, I would love for OSRS to adopt the Bonfire FM system from Rs3. Not only is adding logs to an existing fire kinda how it actually works, the skill isnt useful enough to warrant that much attention being required to train it! Like why doen't a higher FM level reduce the chance of me burning all foods?? Maybe give it a chance while normally training to "Crit" for 2x XP, consuming a bonus log to tend the fire??
I like the idea of static islands that have level requirements but there could also be small randomly generated islands to keep the content flow. The breathing apparatus could be used anywhere, imagine diving, finding clue scroll treasure boxes. Then also I don't think pvp everywhere would be too invasive in the sea if players have the option to customize their ship to be faster.. they could make offensive vessels much slower but that's just my opinion.

These ideas are terrible for several reasons but the sailing missions is a little more forgivable and could be okay. However, I implore you to seek out videos and resources that discuss the "Garrison system" that was in place at the launch of the Warlords of Draenor expansion. A lot of these concepts that they're talking about where you can have your own personal places to farm is extremely dangerous for an MMO. The last thing you want to do if you're making an MMO is release an update that completely kills your world. I think something as minor as bankstanding in an instanced bank type thing is still a huge detriment to the game. While people often like to play this game solo, they don't like to feel like they're alone.
The sailing routes could just function like temple treks with their events, you have route and difficulty choices, with different exp rates and rewards
If you want to a tangible example of how Sailing could sort of work in osrs look up Sailing in Lost Ark, the game doesn't operate exactly like RS's tile style but it is point and click movement. I'm only about 30 minutes into the pod right now but I think one important thing about designing a new skill that a lot of people get wrong is focusing too much on rewards and what you get out of the skill rather than the skill itself. The focus and what makes the skill enjoyable should be on how it's trained not from a specific reward you unlock at a certain lvl. For example having very useful potions as an unlock from Herblore doesn't make training Herblore fun. If the main content when it comes to training the new skill isn't enjoyable but the rewards are good than you'd be better off just voting no to the skill and yes to the specific reward and have them implemented in a different way. A ton of rewards that were suppose to be unlocked through Warding and Artisan have come into the game without the need of the skill so focusing on rewards isn't a smart way in terms of thinking about a design for a new skill. Ovbiously it's going to be an important part but it's the easiest part of the design process. If sailing gives access to different locations, can you get xp by gaining other xp on the new islands? For example, you go to level 10 island and every iron ore you mine there, you get 1 sailing xp. Then the level 60 island, you kill a slayer creature and get 50 sailing xp per kill. So it’s a passive training method that rewards exploration.
I think that an important consideration would be to strike a balance between solo and group play. Especially if these islands become an alternative means of training other skills. Too much focus on dailies and isolated game play loops can begin to take the MMO out of MMORPG.
An exploration based raid shouldnt be on an island it should be navigating through a dangerous archipelago with various encounters stopping from getting to the final destination. It'd be cool if it were themed based on Homer's Odyssey with Sirens, an option to fight Scylla or Charybdis, a new Cyclops boss, etc. Perhaps a sibling of tempoross could be a demi-boss as well.
Smuggling exploration water ringing. I agree whole heartedly with 99.5% of everything spoken and planned apart from one thing... calling it a skill. Content sounds amazing and flomple got so many expansion ideas but nothing at all sold it as an experience gathering levelable skill I'm sorry. osrs could use alot of rs3 quality of life updates. The main issue was evaluation of combat.

With the gem dragons, new boss could be the zenny dragon. It drops 1-2 zenny shards per kill and it takes like 150 shards to make a single zanyte
