How about not letting developers build close to existing threat such as fertilizer plants and pipelines. I live a mile from a major pipeline that runs from northern Alberta Canada to Chicago. The right away is like 75 years old, yet there are homes built right up tight against where the pipes are buried that are way younger. The developers and zoning officials should be put in jail just for letting this happen. Never mind if it actually were to have a leak in an urban environment.
They had the Texas and Beruit and now Salem examples. Governments now have to create and ENFORCE updated minimum safety standards for chemical factories. Storage, fire control, inspections! But governments are always willing to do nothing and let the next guy worry about it.
Sorry, the Trans-Canada highway is MUCH longer than 1,000 km! That doesn't even span Ontario! Try 7,821km / 4860mi

And yes, London to Aberdeen is ~ 1000km. And Aberdeen gets cut off from the world every winter, just how it is. At least it’s always cold. No buckling. Just wind problems (sea shore problems)
