I don't think that this is Brian Moser in the scene and just a random guy. It wouldn't make any sense assuming that it is Brian why cross paths with Dexter in 1991 and just leaves? Original Sin is set 15 years before the start of the original show. In the first season of Dexter it's revealed that Brian killed a man in the late 90s. To take his identity as part of his plan to get Dexter to remember who he is. Why wait 15 years to reveal that you're his older brother. When you could just tell him in that moment. Or provide nugget of information to meet later?
I read somewhere he could've been keeping an eye on dexter throughout the years through random instances like this. Sort of like a stalker which could be true lol probably just never knew exactly how to approach him at first
