So, if you have a production line that is making 3.3Ghz i3 CPUs there will be some that do not test stable at 3.3Ghz. At that point, the clock is lowered until the CPU runs stable, and then it is branded at its stable speed. Years back, AMD would sell 3 core chips. These chips were actually 4-core chips but one of the cores where disabled because at the time the chip was tested, one of the 4 cores was unstable. AMD just disabled the unstable core and sold the CPU as a 3-core. Basically, CPUs can have slight variances in their ability to perform even among those produced on the same line with the same process on the same day. I should also point out that I am unsure of how much this situation has changed as we have moved to smaller nodes. It could be that currently both Intel and AMD have refined their manufacture to bring down these variances quite a bit.
For those that keep comenting that the the radiator needs turning round on the aio...your are wrong. That is actually the correct way shown. Most radiators have a collection area at the top to collect any air in the system, and as lond as your pump is NOT the highest part on the loop the air will colkect at the top of the rad and not the pump. So many people do it wrong as well as cooling the rad with warm air from the pc.
I have a pre build hp desktop and for some reason it makes a horrible alarm sound when a faulty ram stick is interted. I found out by putting in some sticks from a pc that wasn’t posting no matter what. I think it’s pretty useful they made that safety feature, also with red power button led

And I have two hard drives (ssd and hdd); I removed the hdd and attempted to boot, but it did not work. Is there a problem with the motherboard or the processor? Is there any chance it will cause the random not turning on issue?
all you had to do was remove video card, put in a different on that uses less (or more) pci lanes, then swap back after it starts working, i can't explain why it works, but it does, if it was the cpu it would flash then power down

That motherboard looks like the tomahawk 450 max I have the same problem all the time literally all you need to do is take the CPU out blow the socket put it back in take the ramout put it back in keep the PC off no power cord connected for 20 minutes and for some reason that process always works. I have literally everything exactly the same in my PC I have the msi2060 the Ryzen five cpu and 2 sticks ram Ngl that replace was probably unnecessary
