Meanwhile the air side of a turbo is a fan, because it pushes air into the air intake. You wouldn't say a hydroelectric dam has fans. Hydroelectric dams have a turbine that converts moving water into electricity. Much like a turbo has a turbine that converts exhaust pressure into air pressure via a fan. Too many technicalities in this question. I'm leaning more to 1 being correct, but I think in layman terms 2 could also be correct.

The original answer on the turbo question was closer to right than the answer given. Only the compressor could even remotely be considered a fan.
I like this type of videos. It's a nice switch from plenty of "let's put parts on the car" or "we bought the cheapest model" videos all the time.
