I think the actress is Tracey brooke swopes or something like that. She was a guest star on starsky and hutch. I vaguely remember the character though dont know her name.

Rest In Peace Ms Nancy Frangione (Cecile # 2) she passed away a few months ago.
I believe this episode was Cass Winthrop's debut. He'd be a dominant force on the show until it's end in 1999.
I would say..He was on for close to 20 years or so on the show !!
