Sometimes if an italian put the hands like that, it can means:" Please, think about it!" "Please, use your brain"
Something like that.
Using the hands, Ciro speaks in a "silent way". And with the mouth explain his reason.

@@ShaDoWChornos He means, Pietro savastano wants war he wants that reaction, ciro is telling annalise is it smarter to do has he wants you to do, or be the master?
In other words ciro is telling annalise dont fall for pietro savastanos game, then he is leading THEM around a leash like a dog.
