Well, Zetta was included as part of a Makai Kingdom DLC pack (or as a stand alone download) for the Japanese version of Disgaea D2, so hopefully they'll also release the Makai Kingdom DLC pack for the English version of Disgaea D2, but as of right now there's not much DLC currently available...
I think I used "tower throw" to throw a character on top of the windmill, then I used that character to throw Petta and the other enemies down so that my other characters could attack them. It might help to throw from the ledge behind the windmill, as it adds extra height to your throw...

He wasn't always a book though, he used to be a humanoid demon before he "accidentally" destroyed his netherworld and had no choice but to trap his soul in the Sacred Tome in order to save himself... In Disgaea: AoD if you pass the Stronger Enemies Bill 20 times you can fight Zetta in the Steller Graveyard, and in Disgaea DS, Zetta will even join Laharl's party if you defeat him... Also, Laharl makes an appearance in Makai Kingdom...
tru2mysef I guess by now you've probably already defeated her, but in case you haven't; Petta usually stays on top of the windmill, so you'll probably want to send one of your characters up there in order to throw her down. You can take advantage of the 4 Jumping Power + 50% Geo Symbols behind the windmill, or you could throw one of your characters up there using the Tower Throw skill. If you want to get rid of the Yellow Ally Damage Geo Symbol, the Red SP Damage Geo Symbol, and the Null Invincible Geo Symbol, then you can take two of the Green Jumping Power + 50% Geo Symbols and throw them on top of each other within the Red Geo Panel, which will cause a Geo Chain that will destroy all of the Geo Symbols on the map, except for the two remaining Jumping Power + 50% Geo Symbols on the Yellow Geo Panel behind the windmill, which will still be enough for most characters to use in order to jump on top of the windmill. Alternatively, you can just throw the Yellow Ally Damage and Red SP Damage Geo Symbols off of the Red Geo Panel, and take advantage of the effects of the Null Invincible Geo Symbol remaining on the Red Geo Panel, and use it to keep your characters immune to damage from enemies; however, you'll need to keep the enemy units off of the Red Geo Panels (by throwing them) in order to be able to deal damage to them. This way, you'd still have all 4 Jumping Power + 50% Geo Symbols on the Yellow Geo Panel behind the windmill, making it even easier to send one of your characters up there to throw Petta down. You could also pass some Increase Jump Power Bills on your characters in the Dark Assembly in preparation for the fight with Petta, if you haven't already done so.

they change who is the strongest all the time, and honestly it is based on context since it is either other people claiming it for characters, or it means the strongest known overlord of that netherworld. but honestly Zenon, and Gig is consistently shown as the strongest though.

Well... Laharl met Zetta and joined his party when he was a book. When Laharl said an old score to settle, I thought he meant Makai Kingdom.

I'm having trouble with this mission Petta is just camping on top of the mill and I can't seem to get to the top of the mill so I can't attack her
