I'm dating myself here, but back in "the old days" the bride put the garter right below her knee (of course, that's not where a garter really goes, but it's not as if it's really holding up anything any way). It kept you from having to raise your dress too high, or the groom reaching too far. So just move your garter lower, tell the groom don't dare stick your head under the dress, and your problem is solved! And I think the nerf football is a great idea!
