Yep, although that specific line was from the English dub, which a lot of 'diehards' seem to get offended about if you bring it up when it comes to 'canon'.
But the fact is, that line doesn't contradict the original Japanese script. If Cooler in his base was already stronger than Final Form Frieza, Goku would have said it then and there, instead of only saying it after Cooler transformed.

Frieza was at roughly 120m on Namek in his natural form and 150m in his power weighted state - well beyond just 5m.

Goku had a power level of 3m, used a Kaioken x20 with a Kamehameha, making his power level at least 60m, and barely managed to singe his skin.

Yea i know king cold may has equal power to final mecha frieza with only in his first form when they arrived on earth but that doesn't mean his character supposted to be stronger than his son because Frieza was built as a "gift" character to surpasses the king himself like goku and vegeta did. King Cold is not stronger than Frieza. That form King Cold had was his true form. He had no other transformation beyond that. Maybe he could have gotten Golden or whatever form he chooses. Remember Frieza said he choose Golden to mock SSJ.
