Gotta love the sport. Fresh engine rebuild and you snap your a-arm "breaking in" the new rebuild.
Kind of surprised thats the break in procedure, but hey if the expert says go for it, might as well!

i heard the motor seized up on the next ride out that's 2 strokes for you should have added some 2 stoke oil in the gas tank for break in

I believe that issue you are having could also be caused by a problem with your exhaust valves

PowerModz I think if your valves are sticky they will give you proper WOT rpm on the initial pull, and then when you get off the throttle and back on hard it'll give you lower revs. I'm not sure of the exact science behind it, so dont ask me lol. It is quite possibly a clutching issue like you said though.
