Nope, your eyes aren't deceiving you. Nickelodeon truly did syndicate their Nicktoons on other networks (ABC, WB, or UPN depending on your local TV station) in the mid-1990s. Feels like one of those "totally real and rare" videos except it's actually totally real and rare, doesn't it?
Taken during Halloween specials of Doug, Rugrats, Aaahh!! Real Monsters, & Rocko's Modern Life.

Worth noting that during Rocko, they accidentally used the Aaahh!! Real Monsters bumpers @ 22:22 instead of the respective Rocko ones they were supposed to use.

At the same time, Nickelodeon was still showing Doug, Rugrats, Ren & Stimpy, Rocko and Aaahh!!! Real Monsters, it was syndicated during the Halloween and Christmas holidays in the 90's I didn't see Nickelodeon had syndicated a package of Halloween & Christmas-themed episodes of their Nicktoons, Doug, Rugrats, The Ren & Stimpy Show, Rocko's Modern Life & Aaahh!!! Real Monsters on those other networks (ABC, The WB and/or UPN depending on the local affialate TV station) across the U.S. in the mid-late 90's (1994-1996), in conjuction with the then-new corporate relative, Paramount Domestic Television.

I didn't know this existed! I don't remember watching these on my local ABC station back when I was 4 years old!

Unfortunately, with restrictions on children's programming to air on broadcast television, this will never happen today.

Didn't Paramount Domestic Television distribute Nicktoons programs in syndication? (Rocko's Modern Life, Ren & Stimpy, Hey Arnold!, Aaahh!! Real Monsters, KABLAM! (debuted the same week as Arnold) etc...)

One has to wonder why ABC would show Nicktoons there.
Doesn't make a lick of sense.

I'm willing to be this is where the DVD version of 𝘙𝘰𝘤𝘬𝘰'𝘴 𝘔𝘰𝘥𝘦𝘳𝘯 𝘊𝘩𝘳𝘪𝘴𝘵𝘮𝘢𝘴 came from. From one of these. Notice it had what looked like an extra commercial break added right before the credits.
