One thing I could offer for buoyancy, full some of the pontoons with spray foam or stuff it with foam blocks. I would just worry that something would puncture them. But then again it only needs to float once huh. Just long enough to make a video. Then it's on to the next. Tear down and reuse.
That's what I call living in a free country. You can build anything you want and use it. In the USA there is too many regulation and you can do anything. Got to have permit, license, or certificate. So you have to go back to human power only.
