base layer is your heat tech and windproof pants that should be able to tank light raining. Heavier rain just lup on those rain pants that you can get from decathlon
I would suggest a fleece or vest + rain jacket that is long enough to cover your butt and just to your waist. Its not stylish but it will keep you warmer. Seen enough people that wear short puffer jacket which is good to keep you warm when is no wind but it became useless afterwards.
