it's called debug stick for a reason. it's used to debug states of blocks and change them. for example the direction or waterlogging is considered state of block. this is more of utility tool and it was not designed to be implemented into vanilla or lore of Minecraft in any way.

i have an idea when you beat the game a book will appear with steps on what to do to get the debug sticks going to different dimensions and killing hundreds of mobs so you can get it
But there is a trick to get water in nether it's not impossible but with structure block ,saving a structure with water and load in nether will make u allow you to do that
And with a resource pack you can get it with a regular stick with a a bit without with only a resource pack you can just add a crafting recipe for the debug tik
