For some reason, I cannot open the latch. Is it stuck or locked?

Hello! It sounds like the issue might be a stuck cover on one of the ink cartridges. If possible, try gently pushing the cartridges or moving the print head. If that doesn’t work, feel free to drop off your printer at our Oklahoma location at 2005 North Yellowood Avenue, Broken Arrow, or visit your nearest HP authorized service center.

what if i cant get them to lock in? colored cartridges wont lock in, only black

Try getting them out and pushing them in again they should lock in
