Any of one should be connected. The choice of configuration is based on what should be the default value need for your coding. If you need 0 then pull down or if it is 1 pull up.

Pull up.means, you are pulling up the voltage level. So you have to connect to vcc. Pull down is the opposite. You are pulling down the voltage level by connecting the pin to ground.

is the pullup resistor connect with the reset pin in controlle ( pic16f877a ),why.??
Same reason. If you touch that pin with ground it will be a hardware reset. By default that pin will be high due to pull up.
