Think it was intended to be long enough to display more information in more detail in an emergency e.g. "Fire do not use lift", "Please press alarm button for rescue", especially as lifts in public housing estates in this country, like this lift, are monitored only remotely (perhaps to save money) & thus it may take longer to rescue to arrive

The chime is used by Sigma and Hitachi, so most likely it's a generic one.
Voiceover is taken from Otis Gen2 MRL lifts

I watched this video again. The announcement sounds like the one used in BNF lifts in HDB. Probably a generic voice.

Aku curiga ini lift chimenya diganti sama OTIS, makhlum bbrp lift OTIS di Jepang (mulai seri 3200 sampai Elevonic 401-411) chimenya juga ada yang kayak ginu

Mungkin saja. Pas aku rekam lift ini ada teknisi OTIS di bawah which is why lift yang satunya OOS.

Unfortunately these lifts along with the others at Block 4 and 5 will be replaced by EM Services (probably into Shenyang Brilliant/BLT) very soon. The whole project is expected to start from the 3rd Q of 2020 and will be completed by the 2nd Q of 2021. Refer to Shawn's video of the Block 5 lifts.

Blocks 4, 5 and 6 have all been replaced. I've filmed the new EM/Brilliant lifts at Block 4 two months ago.
