I've noticed a lot with other Heavy weapons as well. For example, take the Tomislav; The Tomislav doesn't trivialize revving up and positioning, but its faster, silent spin-up time, just fast enough that you can bunny-hop, gives the Heavy a lot more flexibility. However, because of its accuracy bonus, the Tomislav also requires the user to be more precise, something Heavy usually doesn't have to worry about when using the Stock Minigun or other unlocks.

exactly, heavy really only has 7 seriously good unlocks (tomislav, natascha, sandvich, banana, GRU, fists of steel) but sadly a lot of heavy's weapon were bad from the start
Ye 1 second speed boost and literally B slapping your opponents for the same 60% less damage per hit but you hit twice to give a excuse of -20% less damage. And it doesnt help matter that this is for class that already specializes at being personal, flamethrower does much better job than some fireproof Glove. Thats just sad amalgamation of Powerjack and Fish.
I personally think the EN is worse than the Hot Hand, cause at least Hot Hand has a function... Use it as a meme weapon, while EN is a terrible meme weapon thanks to te health draining

Honestly almost none of the heavy melee debuffs make sense, i could try explaining a few Eviction notice dealing less damage *(heavy focuses on hitting his opponents fast so he sacrifices the force he puts behind his punches)* Bear paws giving you damage vulnerability *(Heavy got cursed by mother nature for ripping off a bear's paws, so everytime he wears them he gets punished by the lord)* Fists of steel giving you melee vulnerability *(Steel fists are too heavy for heavy so he can't block enemies who hit his blind spots)* Gloves of running urgently's health drain *(There are spiders inside the glove, heavy has arachnaphobia so he enters a state of panic and runs faster, but the spiders are venomous so he loses health)* Killing gloves of boxing slow attack speed (The gloves are heavy)

Let’s be clear, the biggest downside is that the brass knuckles made specifically to increase your damage deal much less damage than bare fists. Just swap the stats with the Warrior’s Spirit to at least make some sense
@@geometrical007 If you make it a bleed weapon, you could rationalize it by saying he's throwing lighter punches to maximize the bleed on the enemy. Heavier punches could cause the wound to seal a bit, and therefore they won't bleed as much.
It is rather funny that two of the most unnecessary Heavy needs came from Valve lumping an inferior weapon with the weapon that *actually needed the nerf.* The Brass Beast got its damage resistance while spun-up nerfed because of the Natascha, and the Eviction Notice got its survivability nerfed because of the GRU.
IMO, Heavy shoudl ahve the Gooba stomp ability of the Mantreads as well as a Counterstrike like movement passive Core Class feature I call Rushing Slav. that allows for 15% more speed when you switch from you main damage dealer aka the miniguns to your other slots, but it also means your other slots are a good base speed for when you need to move and it would stack with the speed boosters. that would make things better for the Heavy in my honest opinion.

I honestly think bleed on hit would complement the Eviction Notice as well. With bleed being one of the few DOT's that stack it could compliment the fast swing speed, while also still being a good option with a shotgun, because it get enemies to damage thresholds more reliably.
the eviction notice itself is also spiked, so it could logically make sense. the boston basher and southern hospitality also have spikes to explain the bleed effect. not sure about the shiv

Honestly I can't see a single reason why Heavy's melees in general should have a damage penalty. Considering how powerful his minigun is at close range there's barely any reason to use them offensively to begin with. If anything Heavy's melee should all do at least 85 damage a swing!

With most bad weapon reviews I see on youtube, they're mostly just a compilation of people being pissy about valve's balance, or their "competitive oriented approach" (despite them being terrible at it for both competitive and casual, your video on the subject explains it well), but I really appreciate the quality of these videos. The way you properly explore all the weapon's possibilities, while accurately pointing out its flaws is something I don't see many other people do as well as you do.
Tf2 is mess today but was gold in its glory days. And yes basing balance around competitive is not exactly best. Like seriously i still dont get why people overrate this weapon while the majority tells them rightfully its dump.
Valve: heavy should have no movement abilities to balance out his high hp and damage. Also Valve: let’s give the class with the second highest hp and damage the highest mobility in the game lol.
excuse you but you do know that they never said that he cant have movement, and soldier requires self damage and hundreds of hours to even use the mobility to its full extent, thats why the eviction notice and the gru have hp drain now and they just take pressing 3 and knowing when to put them away. Also it had nothing to do with comp since most of soldiers mobility and gunboats were given long before tf2 was balanced for comp.
15:45 the Eviction Notice was banned for a couple of seasons on UGC 6s after its change into GRU-lite. One might argue that this was a necessary temporary ban to see how the nerf affected gameplay, but on the other hand Valve might've considered that not nerfing the EN on the same update where they nerfed GRU a couple years later would make it a better option than the GRU for mobility, and thus problematic in 6s. It's all theoretical, of course, since we never saw the original GRU-lite Eviction Notice together with the health drain GRU, but I somewhat see the reasoning behind the nerf.
I honestly loved this weapon before the nerf, the chance for more frequent crit damage was nice and it also was just fun to punch fast. Then they took it out back and told it to think about the rabbits.

There are a few situations the eviction notice shines in, finishing off low health enemies, or chasing down a cloaked spy, something heavy can struggle with if he only uses his minigun
Fortunately there's a glitch with the chocolate bar that helps outweigh the stupid health drain of the eviction notice: Drain your health to 100 or near, use chocolate bar, and the bar will actually heal you up to a maximum of near or exactly the amount of health you SHOULD have (350), via overheal health, and yes, as long as you stay on the eviction notice and keep the chocolate bar's +50 max health active, you can keep this overheal health from draining. I loved using eviction notice because it's faster attack speed makes crits more often, so average DPS is higher than it might look because of more frequent crits. Plus, the weapon was basically playing as a slightly less damage (and varyingly slower) but much more health scout. It was dumb, it was a neat chase-down weapon if meleeing and getting the first hit, and originally it was a good berserker weapon with the steak for even more speed to chase people and punch their faces in. I agree though, remove the health drain. The weapon wasn't the best or worst but was kinda at the middle, needed constant hitting but gave heavies a speedy fisticuff option that was dumb but had it's own strengths and weaknesses.

I feel like they really cpuld reduce the damage penalty a lot since it constantly drains your hp while incentivizing going in to fights. The GRU unironically does its gimmick better since it does stock damage.
It'd be interesting if the Eviction Notice got a mechanic where Medics (Dispensers not included) could help you reach your base maximum health easier to offset the slower base health regen speed (your maximum overheal would still be 450; it's basically treating your lowered base health like you were injured). It would also give Heavy an additional supportive role in helping Medics build Uber, like the Boston Basher or the Half-Zatoichi.
Honestly, the slower health regen after putting away the Eviction Notice isn't even that bad. Sure, it could be iffy with a minigun if you only have 200 HP on contact instead of the usual 300... but 200 HP and rising with a shotgun, especially when you managed to close the gap? That's absolutely nothing to scoff at. It's definitely a melee that pairs better with a shotgun-centric heavy though, to be sure.
Aww man.. This idea's probably been had a million times, but a Primary for Heavy that buffs Fat Scout would be so cool. The Tactical Armor - Make it look like Classic Heavy's gear. Increased move speed, HP regen, damage resistance, secondary ammo, what have you.
Honestly, just giving Heavy access to Lunchbox items in his primary would be all the Fat Scout needs. Fat Scout has perfectly serviceable damage and significantly better responsiveness, that when mixed with his mountain of HP makes him nearly impossible to kill in 1v1 and a solid contender in certain 2v1's, while still retaining enough mobility to avoid damage and force fights you know your opponent can't win. This makes Fat Scout great at operating solo, while regular Heavy outperforms him in a team that can cover him while he gets ready. The only real flaw is a lack of sustainability forcing Fat Scout to waddle his way to health kits after every fight, forcing him into excessive downtime that wouldn't be a problem if he had access to his lunchbox.
Well, guess ehat, in VSH, the eviction notice is most likely if not the best melee in that gamemode that heavy has, so thats where the evicition notice shines the brightest
yeh people don't seem to realize that the fish cake/dalokohs instantly restore your hp to not only 300 but 350 by the time you've finished eating it. you get to the front lines quicker, and then spend a little time getting 50 extra health right before fighting. I use bread bite exclusively on heavy and i swap between fishcake and sandvich about equally, and i feel like fishcake is definitely on par w/ the sandvich, even in highlander. the faster recharge is also a thing, and there's usually a health pack right at your destination when rolling out, so you usually just end up getting there quicker, getting 50 max health, and picking up a health pack to carry over to your teammates who are already fighting.

The Eviction Notice is the perfect example of Valve trying too hard to make the game 'competitive'. They barely changed the white list for community competitive and nerfed everything.
I never understood why Demoman gets so many buffs to his melee and mobility, and Soldier gets without a doubt the single best mobility tool in the game, but Heavy can't ever have either.

Demoman sucks at melee, he is completely vulnerable to getting rushed down, he is a strictly mid range class, that's why he has all these melee options Soldier is actually very slow, his only means of mobility is either self damage or sacrificing his only good source of damage, holding out the escape plan makes you take mini crit damage, concheror lasts like 12 seconds and requires you to deal 500 damage, the whip requires there to be a teammate near you Heavy has the highest health in the game and the highest damage at close range, a 300 health class being able to rush you down at pyro speed would be horrifying, so obviously a fast heavy needs debuffs to his health or damage
The main thing with Heavy getting mobility buffs is that with how tanky he can be and how powerful his minigun is on top of being hitscan instead of projectile-based, Heavy as a class is balanced around his lack of mobility; make him more mobile and suddenly we're introducing a whole host of potential balance issues unless you have this mobility tool either sacrifice like 100 health or take the minigun's slot, but then you're basically just making so the only Heavies getting any use out of that weapon are Fat Scouts. As for melee...why would a Heavy want to punch people when he can just shred them with his minigun point-blank? That's kinda why the GRU has become the dominant melee; it provides utility in being quicker to get to the front lines of battle. Unless you make a melee that's ludicrously powerful, you're just not going to convince people that using your melee when you have ammo is a good idea anywhere outside of DeGroot Keep.
Did you forget who heavy is? Heavy cant have mobility, he has high health and can outdamage anyone at close range. This is exactly why Heavy has worst vertical mobility because he is slow on land.

Dude… I was using the eviction notice for the best purpose the entire time?! I found it effective when doing the shotgun contract and just kept using it for fat scout.
As a heavy main, The Jungle Inferno change was a buff to the GRU, IMO. It was at it's most powerful when it was a health drain instead of a max health drain, but the max health drain is way better than Mark for Death. Made it much better for escaping sticky situations and approaching enemies.
I just had an idea for the Eviction Notice: Make it a hybrid between the RGB and KGB, with both speed *and* crits on kill. With the drawback being that it's less speed and only minicrits.
I use the eviction notice, the panic attack, and the tomislav because you can switch so quickly it can throw people off to have a heavy moving slightly faster then they expect while being revved up and doing damage.
One small advantage I’d give to the eviction notice. Uber building via self damage. The GRU lowers your max health instead of actual damage so overheal is still the same and Uber charge is slowed. By rapidly equipping the notice you can take a load of self damage and keep the charge flowing Ala the Boston basher.
Given your strat of pairing with a shotty, i reckon the Eviction Notice would be a good counterpart to the KGB, instead of limited time crits when you get a kill you get speed (including weapon swapping and rev speed) And put in the third-hit-is-a-crit effect that the gunslinger has
This thing is actually the meta in VSH. Since melee hits deal knockback on Hale and the Eviction Notice swings faster, with careful timing and positioning you can essentially stunlock Hale into a corner.
I just realized how badass heavies dueling with eviction notices are. They’re both desperate to land some kind of hit, while not getting hit themselves, because not only would that out their enemy at an intense advantage with a speed boost, but it will take a much larger percent of their rapidly draining health pool.
maybe they should make it a stacking item, would fit the punch fast kinda thing, no idea how they could do it though but that would be pretty fun to just zoom around Like 4 punches and you zoom making it only good in sustained combat.
Personally, I would change the Eviction Notice to work like this: 15% faster movement speed while deployed. Hitting an enemy gives an additional 15% speed buff for a short time. Hitting an enemy also applies a minor speed decrease on the enemy for the same amount of time. 25% decreased damage resistance while deployed. 50% deployment speed. The concept here is to make the weapon function as an ambush tool that you pull out before a fight against 1-2 foes. You gain a solid movement speed increase that lets you evade attacks and close the distance quicker, and once you hit your target, you both further increase your mobility while also slowing your target, allowing the heavy to either swap to another weapon to finish the job, or try and get a melee kill. It could pair quite well with the buffalo steak sandvich for massive speed as a heavy and the added damage from mini crits, and could make fat scout better as you can reliably hit slowed targets with a shotgun while avoiding taking damage yourself. However, the low duration of these effects makes it difficult to try and use with a minigun (outside of maybe the tomislav with its quick rev time), meaning you would really want to go with melee or a shotgun to get your full effect. Not only that, but the super slow deployment speed makes it something you can't just immediate use while already in a fight, and the lower damage resistance means if you get caught with them out, most classes can shred through you like butter. Idk how balanced this would be for a rework, but I love the idea myself.

Yeah, increasing Heavy's strength causes integer overflow on valve's servers, so damage actually decreases
I believe that heavy pulls his punches back and only hits the enemy with the spikes and not the whole knuckle

It is rather funny that two of the most unnecessary Heavy needs came from Valve lumping an inferior weapon with the weapon that *actually needed the nerf.*
The Brass Beast got its damage resistance while spun-up nerfed because of the Natascha, and the Eviction Notice got its survivability nerfed because of the GRU.

IMO, Heavy shoudl ahve the Gooba stomp ability of the Mantreads as well as a Counterstrike like movement passive Core Class feature I call Rushing Slav. that allows for 15% more speed when you switch from you main damage dealer aka the miniguns to your other slots, but it also means your other slots are a good base speed for when you need to move and it would stack with the speed boosters. that would make things better for the Heavy in my honest opinion.

I honestly think bleed on hit would complement the Eviction Notice as well. With bleed being one of the few DOT's that stack it could compliment the fast swing speed, while also still being a good option with a shotgun, because it get enemies to damage thresholds more reliably.

Bleed doesn't stack with the same weapon from you, you need a secondary that causes bleed or other heavy with it to stack

I swear, the reason we have the sniper so imbalanced is that there must have been a sniper mole on the dev team that influenced balance in his favor.
I remember Uncle Dane said that when he and a few other creators were invited to Valve HQ for lunch with the TF Team a few years ago that one dev seriously said that if they were to remove any class from the game outright that it would be Sniper. Sucks Valve's internal hierarchal politics prevents anyone from working on the game.

Honestly I can't see a single reason why Heavy's melees in general should have a damage penalty. Considering how powerful his minigun is at close range there's barely any reason to use them offensively to begin with. If anything Heavy's melee should all do at least 85 damage a swing!

With most bad weapon reviews I see on youtube, they're mostly just a compilation of people being pissy about valve's balance, or their "competitive oriented approach" (despite them being terrible at it for both competitive and casual, your video on the subject explains it well), but I really appreciate the quality of these videos. The way you properly explore all the weapon's possibilities, while accurately pointing out its flaws is something I don't see many other people do as well as you do.
Tf2 is mess today but was gold in its glory days.
And yes basing balance around competitive is not exactly best. Like seriously i still dont get why people overrate this weapon while the majority tells them rightfully its dump.

excuse you but you do know that they never said that he cant have movement, and soldier requires self damage and hundreds of hours to even use the mobility to its full extent, thats why the eviction notice and the gru have hp drain now and they just take pressing 3 and knowing when to put them away. Also it had nothing to do with comp since most of soldiers mobility and gunboats were given long before tf2 was balanced for comp.

15:45 the Eviction Notice was banned for a couple of seasons on UGC 6s after its change into GRU-lite. One might argue that this was a necessary temporary ban to see how the nerf affected gameplay, but on the other hand Valve might've considered that not nerfing the EN on the same update where they nerfed GRU a couple years later would make it a better option than the GRU for mobility, and thus problematic in 6s. It's all theoretical, of course, since we never saw the original GRU-lite Eviction Notice together with the health drain GRU, but I somewhat see the reasoning behind the nerf.

There are a few situations the eviction notice shines in, finishing off low health enemies, or chasing down a cloaked spy, something heavy can struggle with if he only uses his minigun

Fortunately there's a glitch with the chocolate bar that helps outweigh the stupid health drain of the eviction notice:
Drain your health to 100 or near, use chocolate bar, and the bar will actually heal you up to a maximum of near or exactly the amount of health you SHOULD have (350), via overheal health, and yes, as long as you stay on the eviction notice and keep the chocolate bar's +50 max health active, you can keep this overheal health from draining.
I loved using eviction notice because it's faster attack speed makes crits more often, so average DPS is higher than it might look because of more frequent crits.
Plus, the weapon was basically playing as a slightly less damage (and varyingly slower) but much more health scout. It was dumb, it was a neat chase-down weapon if meleeing and getting the first hit, and originally it was a good berserker weapon with the steak for even more speed to chase people and punch their faces in.
I agree though, remove the health drain. The weapon wasn't the best or worst but was kinda at the middle, needed constant hitting but gave heavies a speedy fisticuff option that was dumb but had it's own strengths and weaknesses.

how I'd rebalance the Eviction Notice:
• replace the HP drain with a 15% damage vulnerability
• give the Eviction Notice a 50% damage penalty, instead of a 60% damage penalty
I feel like they really cpuld reduce the damage penalty a lot since it constantly drains your hp while incentivizing going in to fights. The GRU unironically does its gimmick better since it does stock damage.
It'd be interesting if the Eviction Notice got a mechanic where Medics (Dispensers not included) could help you reach your base maximum health easier to offset the slower base health regen speed (your maximum overheal would still be 450; it's basically treating your lowered base health like you were injured). It would also give Heavy an additional supportive role in helping Medics build Uber, like the Boston Basher or the Half-Zatoichi.

Honestly, the slower health regen after putting away the Eviction Notice isn't even that bad.
Sure, it could be iffy with a minigun if you only have 200 HP on contact instead of the usual 300... but 200 HP and rising with a shotgun, especially when you managed to close the gap? That's absolutely nothing to scoff at.
It's definitely a melee that pairs better with a shotgun-centric heavy though, to be sure.
Literally all they need to do is revert it back before Jungle Inferno and it would be infinitely better than it currently is

Aww man.. This idea's probably been had a million times, but a Primary for Heavy that buffs Fat Scout would be so cool.
The Tactical Armor - Make it look like Classic Heavy's gear. Increased move speed, HP regen, damage resistance, secondary ammo, what have you.
Honestly, just giving Heavy access to Lunchbox items in his primary would be all the Fat Scout needs. Fat Scout has perfectly serviceable damage and significantly better responsiveness, that when mixed with his mountain of HP makes him nearly impossible to kill in 1v1 and a solid contender in certain 2v1's, while still retaining enough mobility to avoid damage and force fights you know your opponent can't win. This makes Fat Scout great at operating solo, while regular Heavy outperforms him in a team that can cover him while he gets ready. The only real flaw is a lack of sustainability forcing Fat Scout to waddle his way to health kits after every fight, forcing him into excessive downtime that wouldn't be a problem if he had access to his lunchbox.

yeh people don't seem to realize that the fish cake/dalokohs instantly restore your hp to not only 300 but 350 by the time you've finished eating it. you get to the front lines quicker, and then spend a little time getting 50 extra health right before fighting. I use bread bite exclusively on heavy and i swap between fishcake and sandvich about equally, and i feel like fishcake is definitely on par w/ the sandvich, even in highlander. the faster recharge is also a thing, and there's usually a health pack right at your destination when rolling out, so you usually just end up getting there quicker, getting 50 max health, and picking up a health pack to carry over to your teammates who are already fighting.

I never understood why Demoman gets so many buffs to his melee and mobility, and Soldier gets without a doubt the single best mobility tool in the game, but Heavy can't ever have either.

Probably because Heavy is a defensive specialist soldier and demo are generalists so don’t massively slow down the game like a well played heavy can
Now the best option is give heavy a subclass based primary that isn’t a mini gun since you reduce his sustained damage for increased mobility and this it’s harder to be as defensive
They gave demoman a shield why not let heavy get a primary that isn’t just tweaking the stock
Demoman sucks at melee, he is completely vulnerable to getting rushed down, he is a strictly mid range class, that's why he has all these melee options
Soldier is actually very slow, his only means of mobility is either self damage or sacrificing his only good source of damage, holding out the escape plan makes you take mini crit damage, concheror lasts like 12 seconds and requires you to deal 500 damage, the whip requires there to be a teammate near you
Heavy has the highest health in the game and the highest damage at close range, a 300 health class being able to rush you down at pyro speed would be horrifying, so obviously a fast heavy needs debuffs to his health or damage
The main thing with Heavy getting mobility buffs is that with how tanky he can be and how powerful his minigun is on top of being hitscan instead of projectile-based, Heavy as a class is balanced around his lack of mobility; make him more mobile and suddenly we're introducing a whole host of potential balance issues unless you have this mobility tool either sacrifice like 100 health or take the minigun's slot, but then you're basically just making so the only Heavies getting any use out of that weapon are Fat Scouts.
As for melee...why would a Heavy want to punch people when he can just shred them with his minigun point-blank? That's kinda why the GRU has become the dominant melee; it provides utility in being quicker to get to the front lines of battle. Unless you make a melee that's ludicrously powerful, you're just not going to convince people that using your melee when you have ammo is a good idea anywhere outside of DeGroot Keep.

Dude… I was using the eviction notice for the best purpose the entire time?! I found it effective when doing the shotgun contract and just kept using it for fat scout.
As a heavy main, The Jungle Inferno change was a buff to the GRU, IMO. It was at it's most powerful when it was a health drain instead of a max health drain, but the max health drain is way better than Mark for Death. Made it much better for escaping sticky situations and approaching enemies.

I just had an idea for the Eviction Notice: Make it a hybrid between the RGB and KGB, with both speed *and* crits on kill. With the drawback being that it's less speed and only minicrits.
I use the eviction notice, the panic attack, and the tomislav because you can switch so quickly it can throw people off to have a heavy moving slightly faster then they expect while being revved up and doing damage.

One small advantage I’d give to the eviction notice.
Uber building via self damage. The GRU lowers your max health instead of actual damage so overheal is still the same and Uber charge is slowed. By rapidly equipping the notice you can take a load of self damage and keep the charge flowing Ala the Boston basher.

This thing is actually the meta in VSH. Since melee hits deal knockback on Hale and the Eviction Notice swings faster, with careful timing and positioning you can essentially stunlock Hale into a corner.
I just realized how badass heavies dueling with eviction notices are. They’re both desperate to land some kind of hit, while not getting hit themselves, because not only would that out their enemy at an intense advantage with a speed boost, but it will take a much larger percent of their rapidly draining health pool.

Personally, I would change the Eviction Notice to work like this:
15% faster movement speed while deployed.
Hitting an enemy gives an additional 15% speed buff for a short time.
Hitting an enemy also applies a minor speed decrease on the enemy for the same amount of time.
25% decreased damage resistance while deployed.
50% deployment speed.
The concept here is to make the weapon function as an ambush tool that you pull out before a fight against 1-2 foes. You gain a solid movement speed increase that lets you evade attacks and close the distance quicker, and once you hit your target, you both further increase your mobility while also slowing your target, allowing the heavy to either swap to another weapon to finish the job, or try and get a melee kill. It could pair quite well with the buffalo steak sandvich for massive speed as a heavy and the added damage from mini crits, and could make fat scout better as you can reliably hit slowed targets with a shotgun while avoiding taking damage yourself. However, the low duration of these effects makes it difficult to try and use with a minigun (outside of maybe the tomislav with its quick rev time), meaning you would really want to go with melee or a shotgun to get your full effect. Not only that, but the super slow deployment speed makes it something you can't just immediate use while already in a fight, and the lower damage resistance means if you get caught with them out, most classes can shred through you like butter. Idk how balanced this would be for a rework, but I love the idea myself.
